Your bank no longer recognizes fraudulent transactions before they occur. Your doctor’s office spends more time completing administrative work than treating patients. Your accountant manually reviews thousands of transactions. Your attorney reads every page of a lengthy contract without technological assistance. That is where the conversation usually changes.

Most of us enthusiastically embrace the benefits artificial intelligence brings to our careers, our businesses, and our daily lives. Yet when a community announces plans to build one of the facilities that makes those benefits possible, the discussion quickly shifts. Headlines focus on electricity consumption, water use, industrial buildings, traffic, and the possibility that nearby property values might decline.

Those concerns deserve serious consideration.

Every homeowner has the right to ask how a major development could affect the quality of life in their neighborhood and the value of what is often their largest financial investment.

What concerns me is something different.  Too often, we stop asking questions before we’ve asked the most important one.

Over the past twenty-five years, I’ve learned that real estate is rarely just about the house. A beautiful home located within a declining community often struggles to build long-term value. Conversely, an average home located within a thriving community frequently outperforms expectations over time. After helping thousands of buyers and sellers navigate one of the largest financial decisions of their lives, one lesson has been reinforced again and again.

Homes appreciate because communities become more valuable.

That observation may seem obvious, but it changes the way we evaluate almost every major issue affecting real estate.

Instead of asking whether a proposed development is inherently good or inherently bad, we begin asking a more useful question.

Will this investment strengthen the community over the long term?

That question requires us to think differently, not just about artificial intelligence, but about infrastructure itself.

What Denver International Airport Teaches Us About Infrastructure and Home Values

Longtime Coloradans have seen this story unfold before.

When Denver International Airport was proposed, it generated enormous controversy. Critics argued that it was unnecessarily expensive, located too far from downtown, disruptive to surrounding communities, and far larger than Colorado needed. Nearby jurisdictions expressed concerns about aircraft noise and future growth. Taxpayers questioned whether the investment would ever justify its cost. Looking back today, it is difficult to imagine Colorado without it.

Denver International Airport has become far more than an airport. It connects Colorado businesses to global markets, supports tourism, attracts employers, strengthens the state’s economy, and has influenced residential and commercial development across much of the northeast metropolitan area. Entire communities have benefited from opportunities that simply would not have existed without it.

Does that mean every infrastructure project becomes another Denver International Airport?  Of course not.  Some projects improve communities.  Others burden them. Some create lasting prosperity, while others fail to deliver on their promises.

The lesson is not that every proposal deserves approval. The lesson is that infrastructure is rarely judged accurately on the day it is proposed. Its true impact is measured by what it makes possible over the decades that follow.

Artificial intelligence may simply represent the next chapter in that story.

What Is The Community Capital Framework™?

The Community Capital Framework™ is an analytical model I developed to help homeowners, investors, real estate professionals, and policymakers better understand how long-term home values are created. Rather than evaluating individual developments, neighborhoods, or infrastructure projects in isolation, the framework examines how three essential forms of community capital—Economic Prosperity, Infrastructure, and Livability—interact to shape the future of a community.

The framework does not predict whether a particular project will succeed or fail. Instead, it provides a disciplined way to evaluate how investments may strengthen or weaken a community over time. The underlying principle is straightforward: homes rarely appreciate simply because the houses become more valuable. They appreciate because the communities surrounding them become more prosperous, better connected, and more desirable places to live. Understanding that relationship helps buyers and sellers make more informed real estate decisions.

One of the challenges facing homeowners today is that we are often asked to evaluate complicated issues through simple questions.

Should we build it?

Should we oppose it?

Will my home go up in value?

Will my home go down?

Real estate, however, rarely operates in absolutes. Communities are living systems. They grow, adapt, prosper, stagnate, and reinvent themselves over decades. Home values are influenced by thousands of individual decisions made by homeowners, businesses, elected officials, developers, employers, educators, and investors. Looking at any single project in isolation often produces the wrong conclusion because the project is only one piece of a much larger puzzle.

One of the observations that has shaped my thinking throughout my career is that homes rarely appreciate simply because the houses themselves become more desirable. They appreciate because the communities surrounding them become stronger, more resilient, and more attractive places to live, work, and invest.

That observation led me to develop The Community Capital Framework™; an analytical model designed to help homeowners, investors, real estate professionals, and policymakers better understand the forces that shape long-term home values.

The Community Capital Framework™ explains how long-term home values emerge through the interaction of three essential forms of community capital: Economic Prosperity, Infrastructure, and Livability. Rather than evaluating individual developments in isolation, the framework encourages us to examine how these three forces reinforce, or weaken, one another over time to create enduring community value.

The framework is not intended to predict the future, nor does it suggest that every infrastructure investment or development proposal will succeed. Instead, it provides a disciplined way to evaluate communities through the same long-term lens that experienced investors, economists, developers, and market analysts often use. It shifts the conversation away from emotional reactions to individual projects and toward a broader understanding of how communities create lasting wealth. 

The Community Capital Framework™ begins with a simple but powerful premise: long-term home values are created where Economic Prosperity, Infrastructure, and Livability successfully reinforce one another. When one of those forms of community capital weakens, the others often follow. When all three are strengthened together, communities become more resilient, businesses invest with greater confidence, families choose to stay, and long-term housing demand tends to grow.

The framework begins with a simple observation. Long-term home values are rarely created by the house alone. They are created where three forms of community capital successfully reinforce one another.

The first is Economic Prosperity. Communities that create jobs, attract investment, encourage innovation, and support rising household incomes generate the economic momentum that ultimately creates housing demand.

The second is Infrastructure. Transportation systems, utilities, broadband, airports, schools, hospitals, water systems, and increasingly digital infrastructure make communities more productive and more competitive. Good infrastructure rarely creates value by itself. Its purpose is to enable everything around it to function more effectively.

The third is Livability. Even the strongest economy cannot sustain long-term housing demand if families no longer want to live there. Quality schools, safe neighborhoods, parks, public spaces, environmental stewardship, and neighborhood character all contribute to the quality of life that attracts residents and encourages them to remain.

When these three forms of community capital work together, something remarkable begins to happen.

Communities become more resilient. Businesses invest with greater confidence. Families choose to stay. New residents choose to move in. Housing demand strengthens. Long-term home values often follow.

This framework does not eliminate uncertainty, nor does it guarantee that every infrastructure investment will succeed. What it does provide is a more disciplined way to evaluate the forces that shape communities over time. It encourages homeowners to move beyond today’s headlines and begin asking a more meaningful question:

How will this decision affect the long-term prosperity, infrastructure, and livability of the community where I live?

That question, more than any single headline or political debate, provides the foundation for understanding how artificial intelligence, and the infrastructure supporting it, may influence Colorado home values in the decades ahead.

Once we stop viewing an AI data center as simply another industrial building, the conversation begins to change.

That does not mean every proposed project suddenly becomes desirable, nor does it suggest that homeowners should ignore legitimate concerns about traffic, utilities, noise, or neighborhood compatibility. Instead, it encourages us to evaluate the project within the broader context of how communities create long-term value.

The Community Capital Framework reminds us that no major infrastructure investment should ever be judged in isolation. Every proposal should be evaluated according to how it strengthens, or weakens, the three forms of capital that ultimately influence home values: economic prosperity, infrastructure, and livability.

From an economic standpoint, AI is becoming one of the most significant productivity tools introduced during the modern digital era. Physicians are using it to organize medical records and assist with diagnostics. Manufacturers are improving production efficiency. Financial institutions are identifying fraudulent transactions in real time. Attorneys are accelerating legal research and document review. Engineers are analyzing increasingly complex designs. Small businesses are automating administrative work that once consumed valuable hours each week. Even real estate professionals are using AI to better analyze market conditions, create marketing campaigns, communicate with clients, and spend more time advising buyers and sellers rather than completing repetitive tasks. Productivity may sound like an abstract economic term, but its effects are remarkably personal.

When a physician can devote more time to patients rather than paperwork, patient care improves. When a contractor can produce more accurate estimates in less time, profitability improves. When an accountant serves additional clients without sacrificing quality, income often increases. When a Realtor spends less time preparing marketing materials and more time negotiating on behalf of clients, the client ultimately benefits.

Multiply those gains across millions of workers and thousands of businesses, and productivity becomes one of the principal engines of economic growth. Economists have long recognized that sustained improvements in productivity contribute to rising incomes, increased investment, stronger business formation, and higher standards of living. Those outcomes do not guarantee higher home values, but they create many of the economic conditions that support long-term housing demand.

Why AI Data Centers Are Different from Traditional Commercial Development

A shopping center creates value by bringing people to it. An AI data center creates value by helping millions of people who will never set foot inside it.  AI data centers are different. Their greatest economic value often lies in the productivity they enable far beyond their own property lines.

An AI data center should not be viewed merely as a warehouse filled with computers. It is better understood as part of the nation’s digital infrastructure, much as railroads, interstate highways, fiber-optic networks, and airports became essential infrastructure during earlier periods of economic development. Its value lies less in the building itself than in the productivity it enables throughout the broader economy.

Why Do AI Data Centers Use So Much Electricity?

Artificial intelligence requires extraordinary computing power. Every AI search, image generation, financial transaction, medical analysis, or business application depends on thousands of specialized computer processors performing trillions of calculations every second. Those processors generate significant heat, requiring sophisticated cooling systems to keep equipment operating safely and reliably. In addition to powering the computers themselves, data centers must support networking equipment, cooling infrastructure, security systems, and backup power to ensure uninterrupted operation. As AI adoption accelerates across nearly every industry, the growing demand for electricity reflects not waste, but the enormous amount of digital work these facilities perform on behalf of millions of people every day.

At the same time, homeowners are entirely justified in asking difficult questions.

Large data centers require substantial electrical capacity. Some consume significant quantities of water depending on their cooling systems. Construction activity can temporarily increase traffic, while supporting infrastructure such as substations and transmission lines may alter nearby landscapes. These concerns are not hypothetical, nor should they be dismissed in the name of technological progress. Recognizing those concerns does not weaken the economic case for thoughtful development. In fact, it strengthens it.

Communities that consistently create long-term value rarely choose between economic prosperity and neighborhood quality. Instead, they insist upon both. They negotiate setbacks, landscaping, architectural standards, traffic improvements, utility upgrades, noise mitigation, and responsible environmental stewardship. They encourage development where existing infrastructure already exists and where industrial uses are compatible with surrounding land uses. They ask developers to become long-term partners in the success of the community rather than simply builders of individual projects.

That distinction is critical.

The question should never be whether Colorado ought to support artificial intelligence.

Colorado already does. Every hospital, university, financial institution, engineering firm, manufacturer, law office, insurance company, technology startup, and real estate brokerage that relies upon artificial intelligence is already participating in the AI economy.

The real question is whether Colorado will build the infrastructure necessary to remain competitive while preserving the qualities that make its communities desirable places to live.

Can AI Data Centers Affect Property Taxes in Colorado?

This is also where the conversation intersects with one of the most common concerns among homeowners: property taxes.

During the past several years, many Colorado homeowners have experienced significant increases in property taxes. It is understandable that residents wonder whether attracting additional commercial investment might help relieve some of that burden.

The answer deserves nuance.

A new data center does not automatically lower anyone’s property taxes. Colorado’s property tax system is governed by assessed values, assessment rates established under state law, mill levies approved by local taxing authorities and, in many cases, by voters themselves. What substantial commercial investment can do, however, is broaden a community’s economic base.  Healthy communities are rarely supported by homeowners alone. They benefit from a balanced mix of residential property, retail businesses, offices, manufacturing, technology companies, and other commercial investment. A diversified tax base creates more economic resilience and gives local governments more options as they balance public services with future tax policy. Whether that ultimately slows the growth of residential tax burdens depends upon decisions made by elected officials, future spending priorities, and local economic conditions. Will AI Data Centers Affect Home Values? What Every Colorado Buyer and Seller Should Know

This is the question that matters most to homeowners, and it is also the one most often answered with unnecessary certainty.

The honest answer is that it depends.

Home values are rarely determined by a single building. They reflect the combined influence of economic prosperity, infrastructure, livability, interest rates, population growth, employment opportunities, school quality, neighborhood character, and hundreds of other factors that shape buyer demand over time. An AI data center becomes one variable within that much larger equation—not the equation itself.

Location matters enormously. A thoughtfully designed facility located within an established industrial corridor, buffered from residential neighborhoods and supported by existing infrastructure, presents a very different situation than a poorly planned project immediately adjacent to homes. Buyers should consider visibility, traffic patterns, noise mitigation, utility improvements, landscaping, future surrounding development, and local zoning rather than making assumptions based solely on the words AI data center.

The Community Capital Framework™ encourages buyers and sellers to ask a broader question than simply whether a data center is nearby. Instead, ask whether the project strengthens the community’s long-term prosperity, improves its infrastructure, and preserves its livability. One of the important lesson is this: avoid making one of life’s largest financial decisions based solely on a headline. Evaluate the entire community, not just the project. Real estate has always rewarded disciplined analysis over emotional reaction, and that principle is just as true for AI infrastructure as it has been for railroads, airports, technology campuses, and every major infrastructure investment that came before it.

For buyers and sellers, perhaps the most important lesson is this: avoid evaluating a community through a single headline. Communities become valuable because thousands of decisions, made over many years, gradually reinforce one another. Prosperity encourages investment. Investment supports better infrastructure. Better infrastructure improves livability. Higher livability attracts additional residents and employers. The cycle repeats itself, often for decades.

That is the true power of The Community Capital Framework. It reminds us that buying a home is never simply a purchase of four walls and a roof. It is an investment in the future of a community.

And the communities that create the greatest long-term wealth are rarely those that reject change outright. They are the ones that learn how to manage change wisely, protecting the qualities residents cherish while embracing the investments that allow future generations to prosper.
